Finishing Strong in the Senate

Senator Allard continues to make energy development and conservation and fiscal discipline the trademarks of his last year in the Senate.

Healthcare isssues, judicial nominations, national defense and property rights also remain top his priorities as he represents Colorado in Washington, DC.

The Legacy of Colorado's Wayne Allard

U.S. Senator Wayne Allard has spent more than a quarter of a century serving the great State of Colorado.

Wayne and his wife Joan Malcolm are both from Colorado pioneer families. Wayne's ancestor was the first permanent white settler in North Park (Jackson County). He came west as a tie foreman on the transcontinental railroad. Joan's ancestor moved to Denver, Colorado as a stone mason and undoubtedly helped build some of the historic downtown buildings.

Wayne and Joan were married while attending Colorado State University in 1967. Joan was studying microbiology and Wayne was a student in the school of veterinary medicine.

After graduation Dr. Allard and Joan moved to Seattle, Washington where Wayne was employed for one and a half years by the Moffat-Minnick Animal Hospital. Then, they moved back to Loveland, Colorado to start their own high-quality practice that was certified by the American Animal Hospital Association (AHAA) and Dr. Allard became a charter member of the American Board of Veterinary Medicine in Companion Animal Medicine.

The Allards have two daughters Christi and Cheryl and seven grandchildren. Wayne and Joan are known as a close family, working together as a team in private practice and politics.

Wayne first ran for public office in 1982, winning a seat in the Colorado State Senate representing Larimer and Weld counties. He ran on a reform agenda calling for limited legislative sessions and term limits, relief for small business from over-regulation and taxes and fiscal responsibility. He propounded the idea of a "citizen legislator." In the Colorado State Senate, Wayne was a member of the Agriculture and Natural Resources Committee and served as Chairman of the Health, Environment, Welfare, and Institutions Committee in addition to leading the Business Affairs Committee, the Finance Committee and the Appropriations Committee. Six of the eight years he was in the Senate, Wayne led the Republican Caucus as Chairman.

In 1990 Dr. Allard was elected to the U.S.House of Representatives. Upon heading to Washington Wayne was elected by his classmates to one of the two elected positions in his Republican freshmen class and served on the important House of Representatives Committee on Committees.
Throughout his three terms in the House, Wayne served his district on the following committees: Agriculture, Natural Resources, Small Business, Budget and the Congressional Reform Committee.

In 1996 when Dr. Allard was elected to the U.S. Senate, he reaffirmed the same term limit commitment he had made when running for the previous offices, pledging to only serve two terms.

Wayne has proudly served on the Senate Banking and Urban Affairs Committee, the Intelligence Committee, Agriculture Committee, the Budget Committee, the Armed Services Committee, the Environment and Public Works Committee and the Appropriations Committee. Allard served as chairman or ranking Republican on several key subcommittees, including; Armed Service's Personnel Committee, Armed Service's Strategic Command Committee, the Appropriation's Legislative Branch Committee and the Appropriation's Interior Committee.

The founder and chairman of the Renewable Energy and Conservation Caucus and the Space Caucus, Wayne established a record of thoughtful leadership on some of the nation’s most important issues.

In January 2007, Senator Allard officially announced that he would keep his term limit pledge and not run for a third term representing Colorado in the Senate.

Joan and Wayne Allard are looking forward to a new chapter in their lives serving in the private sector.
